There is nothing wrong with being broke in an Artist Alley. In fact, if you're not planning on buying, it can help to let a tabler know up front so they don't have to be in full sales mode. It's also okay to ask if they have a card. Asking for any other kind of free stuff, however? Don't recommend it.
If they have something, they'll let you know. At my table, the only thing I have that's free are my business cards, and I've met tablers who've told me that even THAT'S too much. There's a view among some that having anything free at your table, even something that small, automatically means losing sales. I don't quite agree, but I understand where they're coming from.
